CLMV Universities To Benefit From The ASEAN Community Through Internationalisation – Strategies Discussed At The Seventh Share Policy Dialogue
The seventh in a series of SHARE Policy Dialogues was held on 31 October-1 November 2017 in Vientiane, the capital of Lao PDR with over 150 participants comprising education policy makers, senior managers and teachers from 16 universities in CLMV countries, and students. This Policy Dialogue was designed specifically for representatives of universities in CLMV countries under the theme “Capitalising on ASEAN – Internationalisation Strategies for CLMV Universities”. SHARE was delighted to cooperate with the Ministry of Education and Sports, Lao PDR, in organising this event in a year of great significance for ASEAN and EU, as 2017 marks five anniversaries: 50 years of ASEAN, 40 years of ASEA-EU relations, 30 years of Erasmus+, the EU’s student mobility scheme, and 20 years of EU-Lao cooperation as well as 20 years of Lao ASEAN membership.
This Policy Dialogue was opened by H.E. Boualane Sylipanya, Vice Minister of Education and Sports of Lao PDR; H.E. Vongthep Arthakaivalvatee, ASEAN Deputy Secretary General; H.E. Leo Faber, Ambassador of the European Union to Lao PDR; and Dr Stefan Hell, SHARE Team Leader who delivered introduction to the Policy Dialogue and SHARE Programme in general. SHARE also invited Dr Christopher Hill from The British University in Dubai as a Keynote Speaker, who presented on Internationalisation of Universities – “What is it good for?”
All ASEAN government and universities recognised that higher education provision as a growing international dimension. The Policy Dialogue, thus, analysed internationalisation strategies for CLMV universities and share experiences, with a view to ensuring that universities, students and societies at large in CLMV benefit from the evolving regional higher education space in ASEAN as well as the more advanced state of higher education development in other ASEAN Member States.
In the context of the ASEAN Socio-cultural community, higher education indeed plays a crucial role in human resource development and promoting effective regional cooperation and connectivity for the benefit of all citizens of ASEAN, including those in CLMV countries. The European Union takes pride in supporting this process through its strong tradition in regional Higher Education policy. SHARE supports ASEAN’s effort to further improve the quality of higher education in Southeast Asia, stimulate student mobility and regional integration, and thereby contribute to national and regional competitiveness and development.
