WHAT IS SHARE?


SHARE is an EU Grant funded project with an overarching objective to strengthen regional cooperation, enhance the quality, competitiveness and internationalisation of ASEAN higher education institutions and students, contributing to an ASEAN Community. The main aim is to enhance cooperation between the EU and ASEAN to create an ASEAN Higher Education Space.


WHO ARE THE PARTNERS AND WHAT ARE THEY DELIVERING?


On behalf of ASEAN and EU, a consortium led by British Council and comprising the German Academic Exchange Service (DAAD), Nuffic, Campus France, the European Association for Quality Assurance in Higher Education (ENQA), and the European University Association (EUA) worked between 2015 and 2020 with ASEAN counterparts to implement SHARE during the previous phase in the following programme components or result areas:

  • Result 1 – Policy Dialogues: Led by British Council
  • Results 2a and 2b – ASEAN Qualifications Reference Frameworks and ASEAN Quality Assurance: Led by DAAD working with European partners ENQA and EUA
  • Result 3a – ASEAN Credit Transfer System (ACTS) & Result 3b – ASEAN-EU Credit Transfer Systems (AECTS): Led by Campus France
  • Result 3c ACTS & AECTS Student Mobility with Scholarships: Led by Nuffic

For the extension phase 2021 – 2022, a consortium led by British Council and comprising the German Academic Exchange Service (DAAD), Nuffic, and the European Association for Quality Assurance in Higher Education (ENQA) is working with ASEAN counterparts to implement SHARE in the following result areas:

  • Result Area 1 – Policy Dialogues: Led by British Council.
  • Result Area 2 – ASEAN Qualifications Frameworks and ASEAN Quality Assurance: Led by DAAD and ENQA.
  • Result Area 3 – Student Mobility and Credit Transfer: Led by Nuffic.

In addition to the above, crosscutting engagement and coordination area is added during the SHARE extension phase that addresses the integrated approach of the SHARE actions. This area is led by British Council.


Who are the main Stakeholders and how is SHARE managed?


SHARE is a project of ASEAN, represented by the ASEAN Secretariat and the ASEAN Senior Officials Meeting on Education (SOM-ED). Day-to-day implementation of SHARE is coordinated with the ASEAN secretariat’s Education, Youth and Sports Division (EYSD) under the ASEAN Socio-Cultural Community Department. On the EU side, SHARE implementation is coordinated with the EU Delegation in Jakarta.

A Programme Management Office (PMO) has been set up in the ASEAN Secretariat in Jakarta, Indonesia to coordinate the timely preparation and coordination of all SHARE activities with the project’s stakeholders and partners.


WHO ARE THE TARGET GROUPS?


SHARE is aimed at a cluster of target groups and beneficiaries. At regional level, these include agencies involved in the harmonisation of higher education sectors such as:


At national level in the ten ASEAN member states, target groups include:

  • Government departments responsible for overseeing the higher education sector,
  • University managers and faculty,
  • Quality assurance agencies,
  • Student associations and individual students.

Students and employers will directly benefit from SHARE as recipients of quality academic programmes delivering skills and knowledge, improved mobility (borderless education) and enhanced employability skills.


WHAT IMPACT WILL SHARE HAVE?


SHARE supports ASEAN’s ambition to build a regional higher education space in the region.
By the end of 2022, the following outcomes are envisaged:

  • Enhanced harmonisation of ASEAN higher education area through the formulation of ASEAN higher education frameworks.
  • Supported mutual recognition, student mobility, and equal opportunities for all – including female students and people with disabilities – among higher education institutions in ASEAN and strengthened people-to-people connectivity.
  • Strengthened ties between ASEAN universities and increasing opportunities for EU-ASEAN university partnerships.


HOW WILL IT BE MANAGED?


The SHARE Programme Management Office (PMO) is based in Jakarta, within the ASEAN Secretariat. The PMO coordinates the timely preparation and coordination of all general meetings and reporting.
